The Administrator shall, in consultation with representatives of rechargeable batterymanufacturers, rechargeable consumer productmanufacturers, and retailers, establish a program to provide information to the public concerning the proper handling and disposal of used regulated batteries and rechargeable consumer products with nonremovable batteries.
