An Act

Making further consolidated appropriations for the fiscal year ending September 30, 2026, and for other purposes.

Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,

SECTION 1. Short Title.

This Act may be cited as the “Homeland Security and Further Additional Continuing Appropriations Act, 2026.”.

SEC. 3. References.

Except as expressly provided otherwise, any reference to “this Act” contained in any division of this Act shall be treated as referring only to the provisions of that division.

SEC. 4. Explanatory Statement.

The explanatory statement regarding this Act, printed in the House section of the Congressional Record on or about January 22, 2026, and submitted by the chair of the Committee on Appropriations of the House, shall have the same effect with respect to the allocation of funds and implementation of this Act as if it were a joint explanatory statement of a committee of conference, except that the contents printed under the headings “U.S. Immigration and Customs Enforcement” and “Border Security Operations” under the heading “U.S. Customs and Border Protection” shall have no force or effect for purposes of this Act, and amounts specified in the “Final Bill” column under the sub-heading “Border Security Operations” under the heading “U.S. Customs and Border Protection” and under the heading “U.S. Immigration and Customs Enforcement” in the “Department of Homeland Security Act, 2026” table shall all be $0.

SEC. 5. Statement of Appropriations.

The following sums in this Act are appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2026.
