# §4532. Establishment of National Dairy Research Endowment Institute


The [Secretary](/usc/7/4531.md?p=11) of Agriculture may establish in the [Department](/usc/7/4531.md?p=2) of Agriculture a National Dairy [Research](/usc/7/4531.md?p=10) Endowment [Institute](/usc/7/4531.md?p=6) whose function shall be to aid the dairy industry through the implementation of the [dairy products](/usc/7/4531.md?p=3) [research](/usc/7/4531.md?p=10) [order](/usc/7/2902.md?p=10), which its [board](/usc/7/4531.md?p=1) of trustees shall administer, and the use of monies made available to its [board](/usc/7/4531.md?p=1) of trustees from the Dairy [Research](/usc/7/4531.md?p=10) Trust [Fund](/usc/7/4531.md?p=5) to implement the [order](/usc/7/2902.md?p=10). In implementing the [order](/usc/7/2902.md?p=10), the [Institute](/usc/7/4531.md?p=6) shall provide a permanent system for funding scientific [research](/usc/7/4531.md?p=10) activities designed to facilitate the expansion of markets for [milk](/usc/7/4531.md?p=7) and [dairy products](/usc/7/4531.md?p=3) marketed in the [United States](/usc/7/4531.md?p=12). The [Institute](/usc/7/4531.md?p=6) shall be headed by a [board](/usc/7/4531.md?p=1) of trustees composed of the members of the National Dairy Promotion and [Research](/usc/7/4531.md?p=10) [Board](/usc/7/4531.md?p=1). The [board](/usc/7/4531.md?p=1) may appoint from among its members an [executive committee](/usc/7/7102.md?p=8) whose membership shall reflect equally each of the different regions in the [United States](/usc/7/4531.md?p=12) in which [milk](/usc/7/4531.md?p=7) is produced. The [executive committee](/usc/7/7102.md?p=8) shall have such duties and powers as are delegated to it by the [board](/usc/7/4531.md?p=1). The members of the [board](/usc/7/4531.md?p=1) shall serve without compensation. While away from their homes or regular places of business in the performance of services for the [board](/usc/7/4531.md?p=1), members of the [board](/usc/7/4531.md?p=1) shall be allowed reasonable travel expenses, including a per diem allowance in lieu of subsistence, as recommended by the [board](/usc/7/4531.md?p=1) and approved by the [Secretary](/usc/7/4531.md?p=11), except that there shall be no duplication of payment for such expenses.
