# §3313. Payment of funds


Except as provided elsewhere in this Act or any other Act of Congress, [funds](/usc/7/4531.md?p=5) available for allotment under this chapter shall be paid to each eligible institution or [State](/usc/7/3103.md?p=16) at such time and in such amounts as shall be determined by the [Secretary](/usc/7/3103.md?p=15).
