# §3292. Partnerships to build capacity in international agricultural research, extension, and teaching

- (a) **Definitions—** In this section:
  - (1) **1862 Institution; 1890 Institution; 1994 Institution—** The terms “1862 Institution”, “1890 Institution”, and “1994 Institution” have the meanings given the terms in [section 7601 of this title](/usc/7/7601.md).
  - (2) **Covered Institution—** The term “covered Institution” means—
    - (A) an [1862 Institution](#a-1);
    - (B) an [1890 Institution](#a-1);
    - (C) a [1994 Institution](#a-1);
    - (D) an [NLGCA Institution](/usc/7/3103.md?p=14-A-i);
    - (E) a Hispanic-serving agricultural [college](/usc/7/3103.md?p=4-A) or [university](/usc/7/3103.md?p=4-A); and
    - (F) a [cooperating forestry school](/usc/7/3103.md?p=5-A).
  - (3) **Developing country—** The term “developing country” means a country, as determined by the [Secretary](/usc/7/3103.md?p=15) using a gross national income per capita test selected by the [Secretary](/usc/7/3103.md?p=15).
  - (4) **International partner institution—** The term “international partner institution” means an agricultural higher [education](/usc/7/3103.md?p=20) institution in a [developing country](#a-3) that is performing, or desiring to perform, activities similar to [agricultural research](/usc/7/3103.md?p=2), [extension](/usc/7/3103.md?p=8), and [teaching](/usc/7/3103.md?p=20) activities carried out through [covered Institutions](#a-2) in the [United States](/usc/7/6402.md?p=8).
- (b) **Authority of the Secretary—** The [Secretary](/usc/7/3103.md?p=15) may promote cooperation and coordination between [covered Institutions](#a-2) and [international partner institutions](#a-4) through—
  - (1) improving [extension](/usc/7/3103.md?p=8) by—
    - (A) encouraging the exchange of research materials and results between [covered Institutions](#a-2) and [international partner institutions](#a-4);
    - (B) facilitating the broad dissemination of [agricultural research](/usc/7/3103.md?p=2) through [extension](/usc/7/3103.md?p=8); and
    - (C) assisting with efforts to plan and initiate [extension](/usc/7/3103.md?p=8) services in [developing countries](#a-3);
  - (2) improving [agricultural research](/usc/7/3103.md?p=2) by—
    - (A) in partnership with [international partner institutions](#a-4), encouraging research that addresses problems affecting food production and security, human nutrition, agriculture, forestry, livestock, and fisheries, including local challenges; and
    - (B) supporting and strengthening national [agricultural research](/usc/7/3103.md?p=2) systems in [developing countries](#a-3);
  - (3) supporting the participation of [covered Institutions](#a-2) in programs of international organizations, such as the United Nations, the World [Bank](/usc/7/27.md?p=a), regional development [banks](/usc/7/27.md?p=a), and international [agricultural research](/usc/7/3103.md?p=2) centers;
  - (4) improving agricultural [teaching](/usc/7/3103.md?p=20) and [education](/usc/7/3103.md?p=20) by—
    - (A) in partnership with [international partner institutions](#a-4), supporting [education](/usc/7/3103.md?p=20) and [teaching](/usc/7/3103.md?p=20) relating to [food and agricultural sciences](/usc/7/3103.md?p=9), including technical assistance, degree training, research collaborations, classroom instruction, workforce training, and [education](/usc/7/3103.md?p=20) programs; and
    - (B) assisting with efforts to increase student capacity, including to encourage equitable access for women and other underserved populations, at [international partner institutions](#a-4) by promoting partnerships with, and improving the capacity of, [covered Institutions](#a-2);
  - (5) assisting [covered Institutions](#a-2) in strengthening their capacity for food, agricultural, and related research, [extension](/usc/7/3103.md?p=8), and [teaching](/usc/7/3103.md?p=20) programs relevant to agricultural development activities in [developing countries](#a-3) to promote the application of new technology to improve [education](/usc/7/3103.md?p=20) delivery;
  - (6) providing support for the internationalization of resident instruction programs of [covered Institutions](#a-2);
  - (7) establishing a program, to be coordinated by the Director of the National [Institute](/usc/7/4531.md?p=6) of Food and Agriculture and the Administrator of the Foreign Agricultural Service, to place interns from [covered Institutions](#a-2) in, or in service to benefit, [developing countries](#a-3); and
  - (8) establishing a program to provide fellowships to students at [covered Institutions](#a-2) to study at foreign agricultural [colleges](/usc/7/3103.md?p=4-A) and [universities](/usc/7/3103.md?p=4-A).
- (c) **Enhancing linkages—** The [Secretary](/usc/7/3103.md?p=15) shall enhance the linkages among [covered Institutions](#a-2), the Federal Government, international research centers, counterpart research, [extension](/usc/7/3103.md?p=8), and [teaching](/usc/7/3103.md?p=20) agencies and institutions in developed countries and [developing countries](#a-3)—
  - (1) to carry out the activities described in [subsection (b)](#b); and
  - (2) to make a substantial contribution to the cause of improved food and agricultural progress throughout the world.
- (d) **Authorization of appropriations—** There is authorized to be appropriated to carry out this section $10,000,000 for each of fiscal years 2019 through 2023.
