# §3200. Matching funds


No [funds](/usc/7/4531.md?p=5) in excess of $100,000, exclusive of the [funds](/usc/7/4531.md?p=5) provided for research on specific national or regional [animal](/usc/7/8901.md?p=7) health and disease problems under the provisions of [section 3196 of this title](/usc/7/3196.md), shall be paid by the Federal Government to any [State](/usc/7/3103.md?p=16) under subsection (c) of [section 3195 of this title](/usc/7/3195.md) to carry out [subsection (a)](/usc/7/3195.md?p=a) of such section during any fiscal year in excess of the amount from non-Federal sources made available to and budgeted for expenditure by [eligible institutions](/usc/7/3192.md?p=1) in the [State](/usc/7/3103.md?p=16) during the same fiscal year for [animal](/usc/7/8901.md?p=7) health and disease research. The [Secretary](/usc/7/3103.md?p=15) is authorized to make such payments in excess of $100,000 on the certificate of the appropriate official of the [eligible institution](/usc/7/3192.md?p=1) having charge of the [animal](/usc/7/8901.md?p=7) health and disease research for which such payments are to be made. If any [eligible institution](/usc/7/3192.md?p=1) certified for receipt of matching [funds](/usc/7/4531.md?p=5) fails to make available and budget for expenditure for [animal](/usc/7/8901.md?p=7) health and disease research in any fiscal year sums at least equal to the amount for which it is certified, the difference between the Federal matching [funds](/usc/7/4531.md?p=5) available and the [funds](/usc/7/4531.md?p=5) made available to and budgeted for expenditure by the [eligible institution](/usc/7/3192.md?p=1) shall be reapportioned by the [Secretary](/usc/7/3103.md?p=15) among other [eligible institutions](/usc/7/3192.md?p=1) of the same [State](/usc/7/3103.md?p=16), if there are any which qualify therefor, and, if there are none, the [Secretary](/usc/7/3103.md?p=15) shall reapportion such difference among the other [States](/usc/7/3103.md?p=16).
