# §9809. Statement of purpose


It is the purpose of this part to meet the special economic needs of rural communities or areas with concentrations or substantial numbers of low-[income](/usc/42/292s.md?p=c-4) [persons](/usc/42/1320a–7k.md?p=d-4-C-i) by providing support to self-help [programs](/usc/42/274l–1.md?p=4) which promote economic development and [independence](/usc/42/242q–4.md?p=1-B), as a supplement to existing similar [programs](/usc/42/274l–1.md?p=4) conducted by other departments and agencies of the Federal Government. Such [programs](/usc/42/274l–1.md?p=4) should encourage [low-income families](/usc/42/300a–4.md?p=c) to pool their talents and resources so as to create and expand rural economic enterprise.
