# §8902. Comprehensive ten-year program

- (a) **Implementation by Acid Precipitation Task Force; membership, etc., of Task Force—** There is hereby established a comprehensive ten-year [program](/usc/42/274l–1.md?p=4) to carry out the provisions of this subchapter; and to implement this [program](/usc/42/274l–1.md?p=4) there shall be formed an [Acid Precipitation](/usc/42/8901.md?p=c) [Task Force](/usc/42/242q–4.md?p=3) (hereafter in this subchapter referred to as the “[Task Force](/usc/42/242q–4.md?p=3)”), of which the [Secretary](/usc/42/242q–4.md?p=2) of Agriculture, the [Administrator](/usc/42/4005.md?p=1) of the Environmental Protection Agency, and the [Administrator](/usc/42/4005.md?p=1) of the National Oceanic and Atmospheric Administration shall be joint chairmen. The remaining membership of the [Task Force](/usc/42/242q–4.md?p=3) shall consist of—
  - (1) one [representative](/usc/42/3058f.md?p=5) each from the Department of the Interior, the Department of Health and Human Services, the Department of [Commerce](/usc/42/6311.md?p=7), the Department of [Energy](/usc/42/6311.md?p=7), the Department of State, the National Aeronautics and Space Administration, the [Council](/usc/42/300f.md?p=9) on Environmental Quality, the National Science [Foundation](/usc/42/17351.md?p=3), and the Tennessee Valley Authority;
  - (2) the [director](/usc/42/5061.md?p=1) of the Argonne [National Laboratory](/usc/42/7381c–1.md?p=a-3), the [director](/usc/42/5061.md?p=1) of the Brookhaven [National Laboratory](/usc/42/7381c–1.md?p=a-3), the [director](/usc/42/5061.md?p=1) of the Oak Ridge [National Laboratory](/usc/42/7381c–1.md?p=a-3), and the [director](/usc/42/5061.md?p=1) of the Pacific Northwest [National Laboratory](/usc/42/7381c–1.md?p=a-3); and
  - (3) four additional members to be appointed by the President.
- (b) **Research management consortium; membership, responsibilities, etc.** The four [National Laboratories](/usc/42/7381c–1.md?p=a-3) (referred to in [subsection (a)(2)](#a-2)) shall constitute a research management [consortium](/usc/42/16282.md?p=d-4) having the responsibilities described in [section 8903(b)(13) of this title](/usc/42/8903.md?p=b-13) as well as the general responsibilities required by their representation on the [Task Force](/usc/42/242q–4.md?p=3). In carrying out these responsibilities the [consortium](/usc/42/16282.md?p=d-4) shall report to, and act pursuant to direction from, the joint chairmen of the [Task Force](/usc/42/242q–4.md?p=3).
- (c) **Director of research program—** The [Administrator](/usc/42/4005.md?p=1) of the National Oceanic and Atmospheric Administration shall serve as the [director](/usc/42/5061.md?p=1) of the research [program](/usc/42/274l–1.md?p=4) established by this subchapter.
