# §8285b. Grants

- (a) The [Secretary](/usc/42/8285a.md?p=4) may make grants to any [Governor](/usc/42/8285a.md?p=1) of a [State](/usc/42/8285a.md?p=2) for the [training](/usc/42/285e–2.md?p=b-2) and certification of individuals to conduct [energy audits](/usc/42/6372.md?p=1).
- (b) Before making a grant under [subsection (a)](#a) to a [Governor](/usc/42/8285a.md?p=1), the [Secretary](/usc/42/8285a.md?p=4) must receive from the [Governor](/usc/42/8285a.md?p=1) an application containing—
  - (A) any information which the [Secretary](/usc/42/8285a.md?p=4) deems is necessary to carry out this subchapter; and
  - (B) an assurance that the grant will supplement and not supplant other [funds](/usc/42/12854.md?p=3) available for such [training](/usc/42/285e–2.md?p=b-2) and certification and will be used to increase the total amount of [funds](/usc/42/12854.md?p=3) available for such [training](/usc/42/285e–2.md?p=b-2) and certification.
- (c)
  - (1) Before making any grant under [subsection (a)](#a) the [Secretary](/usc/42/8285a.md?p=4) shall establish minimum [standards](/usc/42/1320d.md?p=7) for the [training](/usc/42/285e–2.md?p=b-2) and certification of individuals to conduct [energy audits](/usc/42/6372.md?p=1).
  - (2) The [Secretary](/usc/42/8285a.md?p=4) shall require each [Governor](/usc/42/8285a.md?p=1) receiving any grant under this subchapter to agree to meet the [standards](/usc/42/1320d.md?p=7) established pursuant to [paragraph (1)](#c-1) in any [training](/usc/42/285e–2.md?p=b-2) and certification conducted using [funds](/usc/42/12854.md?p=3) provided under this subchapter.
