# §8262e. Federal energy cost accounting and management

- (a) **Guidelines—** Not later than 120 days after October 24, 1992, the [Director](/usc/42/5061.md?p=1) of the [Office](/usc/42/3058f.md?p=1) of Management and Budget, in cooperation with the [Secretary](/usc/42/8241.md?p=6), the [Administrator](/usc/42/4005.md?p=1) of General Services, and the [Secretary](/usc/42/8241.md?p=6) of Defense, shall establish guidelines to be employed by each [Federal agency](/usc/42/8241.md?p=1) to assess accurate [energy](/usc/42/6311.md?p=7) consumption for all [buildings](/usc/42/6881.md?p=i-3) or [facilities](/usc/42/11049.md?p=4) which the [agency](/usc/42/8259.md?p=1) owns, operates, manages or leases, where the Government pays utilities separate from the lease and the Government operates the leased space. Such guidelines are to be used in reports required under [section 8258 of this title](/usc/42/8258.md). Each [agency](/usc/42/8259.md?p=1) shall implement such guidelines no later than 120 days after their establishment. Each [facility](/usc/42/11049.md?p=4) [energy](/usc/42/6311.md?p=7) manager shall maintain [energy](/usc/42/6311.md?p=7) consumption and [energy](/usc/42/6311.md?p=7) cost records for review by the Inspector General, the Congress, and the general public.
- (b) **Contents of guidelines—** Such guidelines shall include the establishment of a monitoring system to determine—
  - (1) which [facilities](/usc/42/11049.md?p=4) are the most costly to operate when measured on an [energy](/usc/42/6311.md?p=7) consumption per square foot basis or other relevant analytical basis;
  - (2) unusual or abnormal changes in [energy](/usc/42/6311.md?p=7) consumption; and
  - (3) the accuracy of utility charges for electric and gas consumption.
- (c) **Federally leased space energy reporting requirement—** The [Administrator](/usc/42/4005.md?p=1) of General Services shall include, in each report submitted under [section 8262a of this title](/usc/42/8262a.md), the estimated [energy](/usc/42/6311.md?p=7) cost of leased [buildings](/usc/42/6881.md?p=i-3) or space in which the Federal Government does not directly pay the utility bills.
