# §7374. Energy self-sufficiency initiatives

- (a) **Establishment of 3-year pilot program—** There is hereby established under the direction of the [Secretary](/usc/42/7372.md?p=1) a 3-year pilot [energy](/usc/42/6311.md?p=7) self-sufficiency [program](/usc/42/274l–1.md?p=4) to demonstrate [energy](/usc/42/6311.md?p=7) self-sufficiency through the use of [renewable energy resources](/usc/42/7372.md?p=2) in one or more [States](/usc/42/201.md?p=f) in the [United States](/usc/42/403.md?p=k).
- (b) **Establishment of subprograms to pilot programs; scope of subprograms—** As a part of the pilot [program](/usc/42/274l–1.md?p=4), the [Secretary](/usc/42/7372.md?p=1) shall establish such subprograms as the [Secretary](/usc/42/7372.md?p=1) determines are necessary to achieve the purpose of this section, including subprograms—
  - (1) to promote the development and utilization of synergistic combinations of different [renewable energy resources](/usc/42/7372.md?p=2) in specific [projects](/usc/42/11360.md?p=20) aimed at reducing fossil fuel [importation](/usc/42/6311.md?p=7);
  - (2) to initiate and encourage [energy](/usc/42/6311.md?p=7) self-sufficiency at appropriate levels of government;
  - (3) to stimulate private industry participation in the realization of the objective stated in [subsection (a)](#a); and
  - (4) to stimulate the utilization of abandoned or underutilized industrial [facilities](/usc/42/11049.md?p=4) for the generation of [energy](/usc/42/6311.md?p=7) from any locally available renewable resource, such as [municipal solid waste](/usc/42/7546.md?p=a-1), agricultural waste, or forest products waste.
- (c) **Implementation of subprograms; preparation of plan of program and additional Federal actions—** In carrying out the provisions of this section, the [Secretary](/usc/42/7372.md?p=1) is authorized to assign to an existing [office](/usc/42/3058f.md?p=1) in the Department of [Energy](/usc/42/6311.md?p=7) the responsibility of undertaking and carrying out the subprograms established under [subsection (b)](#b). In addition, the [Secretary](/usc/42/7372.md?p=1) shall prepare a detailed plan within one hundred eighty days of June 30, 1980, setting forth (1) the 3-year pilot [program](/usc/42/274l–1.md?p=4) itself, and (2) any additional Federal actions needed to encourage and promote the adoption of [programs](/usc/42/274l–1.md?p=4) for [energy](/usc/42/6311.md?p=7) self-sufficiency.
- (d) **Submission of plan and implementation report to Congress—** The [Secretary](/usc/42/7372.md?p=1) shall submit to the Congress, within one year after June 30, 1980, the plan prepared under the second sentence of [subsection (c)](#c) along with a report suggesting the legislative [initiatives](/usc/42/19131.md?p=1) needed to fully implement such plan.
