# §19063. Leveraging international expertise in research


The [Director](/usc/42/18981.md?p=2) shall explore and advance opportunities for leveraging international capabilities and resources that align with the [Foundation](/usc/42/18901.md?p=11) and [United States](/usc/42/403.md?p=k) research community priorities and have the potential to benefit [United States](/usc/42/403.md?p=k) prosperity, security, health, and well-being, including through binational research and development organizations and [foundations](/usc/42/18901.md?p=11) and by sending teams of [Foundation](/usc/42/18901.md?p=11) scientific staff for site visits of scientific [facilities](/usc/42/11049.md?p=4) and agencies in other countries. The [Director](/usc/42/18981.md?p=2) shall establish and implement policies, including through any research security [training](/usc/42/285e–2.md?p=b-2) requirements, to mitigate the potential risks of such interactions, including risks to the protection of intellectual property and the risk of undue foreign influence on research.
