# §18802. Career skills training

- (a) **Definition of eligible entity—** In this section, the term “eligible entity” means a nonprofit partnership that—
  - (1) includes the equal participation of industry, including public or private employers, and [labor organizations](/usc/42/2000ff.md?p=2-C), including joint labor-management [training](/usc/42/285e–2.md?p=b-2) [programs](/usc/42/274l–1.md?p=4);
  - (2) may include workforce investment [boards](/usc/42/10261.md?p=2), community-based organizations, qualified service and conservation [corps](/usc/42/12626.md?p=3), educational institutions, small businesses, cooperatives, [State](/usc/42/201.md?p=f) and local veterans agencies, and veterans service organizations; and
  - (3) demonstrates—
    - (A) experience in implementing and operating worker skills [training](/usc/42/285e–2.md?p=b-2) and education [programs](/usc/42/274l–1.md?p=4);
    - (B) the ability to identify and involve in [training](/usc/42/285e–2.md?p=b-2) [programs](/usc/42/274l–1.md?p=4) carried out under this section, target populations of individuals who would benefit from [training](/usc/42/285e–2.md?p=b-2) and be actively involved in activities relating to [energy efficiency](/usc/42/6291.md?p=5) and [renewable energy](/usc/42/15852.md?p=b-2) industries; and
    - (C) the ability to help individuals achieve economic self-sufficiency.
- (b) **Establishment—** The [Secretary](/usc/42/18701.md?p=3) shall award grants to [eligible entities](/usc/42/296.md?p=1) to pay the Federal share of associated career skills [training](/usc/42/285e–2.md?p=b-2) [programs](/usc/42/274l–1.md?p=4) under which students concurrently receive classroom instruction and on-the-job [training](/usc/42/285e–2.md?p=b-2) for the purpose of obtaining an industry-related certification to install [energy](/usc/42/6311.md?p=7) efficient [buildings](/usc/42/6881.md?p=i-3) technologies.
- (c) **Federal share—** The Federal share of the cost of carrying out a career skills [training](/usc/42/285e–2.md?p=b-2) [program](/usc/42/274l–1.md?p=4) described in [subsection (b)](#b) shall be 50 percent.
- (d) **Authorization of appropriations—** There is authorized to be appropriated to the [Secretary](/usc/42/18701.md?p=3) to carry out this section $10,000,000 for fiscal year 2022, to remain available until expended.
