Administration - (a) **Rules and regulations—** The provisions of this subchapter shall be administered by the [Secretary](/usc/42/1711.md?p=a) of Labor, and the [Secretary](/usc/42/1711.md?p=a) is authorized to make rules and regulations for the administration thereof and to contract with insurance carriers for the use of the service [facilities](/usc/42/11049.md?p=4) of such carriers for the purpose of facilitating administration. - (b) **Agreements and working arrangements with other agencies, etc.** In administering the provisions of this subchapter the [Secretary](/usc/42/1711.md?p=a) may enter into [agreements](/usc/42/1320b–8.md?p=a-3-A) or cooperative working arrangements with other agencies of the [United States](/usc/42/403.md?p=k) or of any [State](/usc/42/201.md?p=f) (including the District of Columbia, Hawaii, Alaska, Puerto Rico, and the Virgin Islands) or political subdivision thereof, and with other [public agencies](/usc/42/11851.md?p=8) and private [persons](/usc/42/1320a–7k.md?p=d-4-C-i), agencies, or institutions, within and outside the [United States](/usc/42/403.md?p=k), to utilize their services and [facilities](/usc/42/11049.md?p=4) and to compensate them for such use. The [Secretary](/usc/42/1711.md?p=a) may delegate to any officer or [employee](/usc/42/1320a–7h.md?p=e-7), or to any agency, of the [United States](/usc/42/403.md?p=k) or of any [State](/usc/42/201.md?p=f), or of any political subdivision thereof, or Territory or possession of the [United States](/usc/42/403.md?p=k), such of his powers and duties as he finds necessary for carrying out the purposes of this subchapter. - (c) **Waiver of notice of injury and filing of claims—** The [Secretary](/usc/42/1711.md?p=a), in his discretion, may waive the limitation provisions of subchapter I of [chapter 81](/usc/5/chptIII-sptG-ch81.md) of title 5 with respect to notice of injury and filing of [claims](/usc/42/1320a–7a.md?p=i-2) under this subchapter, whenever the [Secretary](/usc/42/1711.md?p=a) shall find that, because of circumstances beyond the control of an injured [person](/usc/42/1320a–7k.md?p=d-4-C-i) or his beneficiary, compliance with such provisions could not have been accomplished within the time therein specified. ## Source credit (Dec. 2, 1942, ch. 668, title I, § 106, 56 Stat. 1033.) ## Notes ### Editorial Notes ### Codification In subsec.
