In this part, the term “[State](/usc/42/15002.md?p=28)” means each of the several [States](/usc/42/15002.md?p=28) of the [United States](/usc/42/403.md?p=k), the District of Columbia, the Commonwealth of Puerto Rico, the [United States](/usc/42/403.md?p=k) Virgin Islands, and Guam.
