# §15041. Purpose


The purpose of this part is to provide for allotments to support a [protection and advocacy system](/usc/42/15002.md?p=22) (referred to in this part as a “system”) in each [State](/usc/42/15002.md?p=28) to protect the legal and human rights of individuals with [developmental disabilities](/usc/42/15002.md?p=8-A) in accordance with this part.
