# §10201. Evaluation

- (a) **Guidelines and comprehensive evaluations—** To increase the efficiency and effectiveness of [programs](/usc/34/60701.md?p=2) funded under this subchapter, the [National Institute of Justice](/usc/34/11103.md?p=4-C) shall—
  - (1) develop guidelines, in cooperation with the [Bureau of Justice Assistance](/usc/34/11103.md?p=4-A), to assist [State](/usc/34/10105.md) and local units of government to conduct [program](/usc/34/60701.md?p=2) [evaluations](/usc/34/10251.md?p=a-10); and
  - (2) conduct a reasonable number of comprehensive [evaluations](/usc/34/10251.md?p=a-10) of [programs](/usc/34/60701.md?p=2) funded under [section 10156](/usc/34/10156.md) (formula grants) and [section 10171](/usc/34/10171.md) (discretionary grants) of this title.
- (b) **Criteria for selecting programs for review—** In selecting [programs](/usc/34/60701.md?p=2) for review, the Director of the [National Institute of Justice](/usc/34/11103.md?p=4-C) should consider—
  - (1) whether the [program](/usc/34/60701.md?p=2) establishes or demonstrates a new and innovative approach to drug or crime control;
  - (2) the cost of the [program](/usc/34/60701.md?p=2) to be evaluated and the number of similar [programs](/usc/34/60701.md?p=2) funded under [section 10156](/usc/34/10156.md) (formula grants) of this title;
  - (3) whether the [program](/usc/34/60701.md?p=2) has a high potential to be replicated in other [jurisdictions](/usc/34/20971.md?p=e-3); and
  - (4) whether there is substantial public awareness and community involvement in the [program](/usc/34/60701.md?p=2). Routine auditing, monitoring, and internal assessment of a [State](/usc/34/10105.md) and local drug control [program](/usc/34/60701.md?p=2)’s progress shall be the sole responsibility of the [Bureau of Justice Assistance](/usc/34/11103.md?p=4-A).
- (c) **Annual report—** The Director of the [National Institute of Justice](/usc/34/11103.md?p=4-C) shall annually report to the President, the [Attorney General](/usc/34/10251.md?p=a-15), and the Congress on the nature and findings of the [evaluation](/usc/34/10251.md?p=a-10) and research and development activities funded under [this section](/usc/34/50105.md).
