# §9631. Operations

- (a) **Bilateral agreements—** The [Corporation](/usc/22/7702.md?p=6) may provide support under subchapter II of this chapter in connection with projects in any country the government of which has entered into an [agreement](/usc/22/2431a.md?p=7) with the [United States](/usc/22/1395.md?p=a-1) authorizing the [Corporation](/usc/22/7702.md?p=6) to provide such support in that country.
- (b) **Claims settlement—**
  - (1) **In general—** Claims arising as a result of support provided under subchapter II of this chapter or under [predecessor authority](/usc/22/9601.md?p=6) may be settled, and disputes arising as a result thereof may be arbitrated with the consent of the parties, on such terms and conditions as the [Corporation](/usc/22/7702.md?p=6) may determine.
  - (2) **Settlements conclusive—** Payment made pursuant to any settlement pursuant to [paragraph (1)](#b-1), or as a result of an arbitration award, shall be final and conclusive notwithstanding any other provision of law.
- (c) **Presumption of compliance—** Each contract executed by such officer or officers as may be designated by the [Board](/usc/22/2431a.md?p=4) shall be conclusively presumed to be issued in compliance with the requirements of this chapter.
- (d) **Electronic payments and documents—** The [Corporation](/usc/22/7702.md?p=6) shall implement policies to accept electronic documents and electronic payments in all of its [programs](/usc/22/3383.md?p=6).
- (e) **Sense of Congress—** It is the sense of Congress that—
  - (1) the [Corporation](/usc/22/7702.md?p=6) is obligated to consult with and collect input from current [employees](/usc/22/4341.md?p=1) on plans to substantially reorganize the [Corporation](/usc/22/7702.md?p=6) prior to implementation of such plan; and
  - (2) the [Corporation](/usc/22/7702.md?p=6) should consider preference, experience, and, when relevant, seniority when reassigning existing [employees](/usc/22/4341.md?p=1) to new areas of work.
