# §8241. Training in democracy promotion and the protection of human rights

- (a) **In general—** The [Secretary](/usc/22/8203.md?p=7) shall continue to enhance [training](/usc/22/8921.md?p=3) for members of the [Foreign](/usc/22/3146.md?p=1) Service and civil service responsible for the promotion of democracy and the protection of human rights. Such [training](/usc/22/8921.md?p=3) shall include appropriate instruction and [training](/usc/22/8921.md?p=3) materials regarding:
  - (1) International documents and [United States](/usc/22/1395.md?p=a-1) policy regarding the promotion of democracy and respect for human rights.
  - (2) [United States](/usc/22/1395.md?p=a-1) policy regarding the promotion and strengthening of democracy around the world, with particular emphasis on the transition to democracy in [nondemocratic countries](/usc/22/8203.md?p=6) and [democratic transition countries](/usc/22/8203.md?p=6).
  - (3) For any member, [chief of mission](/usc/22/3902.md?p=3), or deputy [chief of mission](/usc/22/3902.md?p=3) who is to be assigned to a [nondemocratic country](/usc/22/8203.md?p=6) or [democratic transition country](/usc/22/8203.md?p=6), ways to promote democracy in such country and to assist individuals, nongovernmental organizations, and movements in such country that support democratic principles, practices, and [values](/usc/22/2794.md?p=2).
  - (4) The protection of internationally recognized human rights (including the protection of religious freedom) and standards related to such rights, provisions of [United States](/usc/22/1395.md?p=a-1) law related to such rights, diplomatic tools to promote respect for such rights, and the protection of individuals who have fled their countries due to violations of such rights.
- (b) **Consultation—** The [Secretary](/usc/22/8203.md?p=7), acting through the Director of the National [Foreign](/usc/22/3146.md?p=1) Affairs [Training](/usc/22/8921.md?p=3) Center of the [Foreign](/usc/22/3146.md?p=1) Service Institute of the [Department](/usc/22/8203.md?p=5), shall consult, as appropriate, with nongovernmental organizations involved in the protection and promotion of such rights and the [United States](/usc/22/1395.md?p=a-1) [Commission](/usc/22/277d–43.md?p=2) on International Religious Freedom with respect to the [training](/usc/22/8921.md?p=3) required by this subsection.[^1]
- (c) **Report—** Not later than 180 days after August 3, 2007, the [Secretary](/usc/22/8203.md?p=7) shall submit to the [appropriate congressional committees](/usc/22/8203.md?p=2) a report containing a description of the current and planned [training](/usc/22/8921.md?p=3) provided to [Foreign](/usc/22/3146.md?p=1) Service officers in human rights and democracy promotion, including such [training](/usc/22/8921.md?p=3) provided to chiefs of mission serving or preparing to serve in [nondemocratic countries](/usc/22/8203.md?p=6) or [democratic transition countries](/usc/22/8203.md?p=6).
