# §8231. Advisory Committee on Democracy Promotion


Congress commends the [Secretary](/usc/22/8203.md?p=7) for creating an [Advisory Committee](/usc/22/4502.md?p=2) on Democracy Promotion, and it is the sense of Congress that the Committee should play a significant role in the [Department](/usc/22/8203.md?p=5)’s transformational diplomacy by advising the [Secretary](/usc/22/8203.md?p=7) regarding [United States](/usc/22/1395.md?p=a-1) efforts to promote democracy and democratic transition in connection with the formulation and implementation of [United States](/usc/22/1395.md?p=a-1) [foreign](/usc/22/3146.md?p=1) policy and [foreign](/usc/22/3146.md?p=1) assistance, including reviewing and making recommendations on—

- (1) how to improve the capacity of the [Department](/usc/22/8203.md?p=5) to promote democracy and human rights; and
- (2) how to improve [foreign](/usc/22/3146.md?p=1) assistance [programs](/usc/22/3383.md?p=6) related to the promotion of democracy.
