# §7003. Strategy to respond to global bases of the People’s Republic of China

- (a) **Assessment—**
  - (1) **In general—** Not later than 180 days after December 18, 2025, the Director of National Intelligence shall submit to the [appropriate congressional committees](#e-1) an intelligence assessment analyzing the risk posed by [PRC global bases](#e-3) and potential [PRC global bases](#e-3) identified pursuant to [subsection (b)(2)(A)](#b-2-A) to the ability of the [United States](/usc/22/1395.md?p=a-1) or any [United States](/usc/22/1395.md?p=a-1) ally to project power, maintain freedom of movement, and protect other interests.
  - (2) **Form—** The assessment required in this subsection may be submitted in classified form.
- (b) **Strategy—**
  - (1) **In general—** Not later than 180 days after December 18, 2025, the Secretary of State, in coordination with the [Secretary](/usc/22/277d–43.md?p=5) of Defense and other appropriate senior Federal officials, shall submit to the [appropriate congressional committees](#e-1) the strategy described in [paragraph (2)](#b-2).
  - (2) **Contents—** The strategy described in this paragraph shall—
    - (A) identify, of the locations where the [PRC](#e-2) maintains or is suspected to be seeking a physical presence and that could transition into [PRC global bases](#e-3), not fewer than 5 locations that pose the greatest risk to the ability of the [United States](/usc/22/1395.md?p=a-1) or any [United States](/usc/22/1395.md?p=a-1) ally to project power, maintain freedom of movement, and protect other interests;
    - (B) include a comprehensive list of executive branch entities involved in addressing aspects of [PRC global base](#e-3) establishment, including estimated programmatic and personal resource requirements on an agency-by-agency basis to effectively address the issue of potential [PRC global base](#e-3) establishment, and any relevant resource constraints;
    - (C) describe in detail all executive branch efforts to mitigate the impacts to the national interests of the [United States](/usc/22/1395.md?p=a-1) and partner countries of the locations described in [subparagraph (A)](#b-2-A) and prevent the establishment of [PRC global bases](#e-3), including with resources described pursuant to [subparagraph (B)](#b-2-B); and
    - (D) for each of the locations identified pursuant to [subparagraph (A)](#b-2-A), identify the actions by the [United States](/usc/22/1395.md?p=a-1) or [United States](/usc/22/1395.md?p=a-1) allies that would be most effective in ensuring that the government of the country in which such location is located does not host a [PRC global base](#e-3).
- (c) **Task force—** Not later than 90 days after the submission of the strategy required in [subsection (b)](#b), the Secretary of State, in coordination with the [Secretary](/usc/22/277d–43.md?p=5) of Defense and other appropriate senior Federal officials, shall establish an interagency [task force](/usc/22/7102.md?p=14)—
  - (1) to implement such strategy to counter the [PRC](#e-2)’s efforts to establish [PRC global bases](#e-3) at the locations identified pursuant to [subsection (b)(2)(A)](#b-2-A); and
  - (2) to identify mitigation measures that would prevent the [PRC](#e-2) from establishing [PRC global bases](#e-3) in locations other than the locations identified pursuant to [subsection (b)(2)(A)](#b-2-A).
- (d) **Quadrennial reviews and reports—** Not later than 4 years after the submission of the strategy required in [subsection (b)](#b), and not less frequently than once every 4 years thereafter, the Secretary of State, in coordination with the [Secretary](/usc/22/277d–43.md?p=5) of Defense, the Director of National Intelligence, and other appropriate senior Federal officials, shall—
  - (1) conduct a review of the Executive Branch’s strategy and overall approach in response to efforts by the [PRC](#e-2) to establish [PRC global bases](#e-3); and
  - (2) submit to the [appropriate congressional committees](#e-1) the results of such review and the updated information described in [subsection (b)(2)](#b-2).
- (e) **Definitions—** In this section:
  - (1) **Appropriate congressional committees—** The term “appropriate congressional committees” means—
    - (A) the Committee on [Foreign](/usc/22/3146.md?p=1) Relations of the Senate;
    - (B) the Committee on Armed Services of the Senate;
    - (C) the Select Committee on Intelligence of the Senate;
    - (D) the Committee on Appropriations of the Senate;
    - (E) the Committee on [Foreign](/usc/22/3146.md?p=1) Affairs of the House of Representatives;
    - (F) the Committee on Armed Services of the House of Representatives;
    - (G) the Permanent Select Committee on Intelligence of the House of Representatives; and
    - (H) the Committee on Appropriations of the House of Representatives.
  - (2) **PRC—** The term “PRC” means the People’s Republic of China.
  - (3) **PRC global base—** The term “PRC global base” means a physical location outside of the [PRC](#e-2) where the [PRC](#e-2) maintains an element of the People’s Liberation Army, [PRC](#e-2) intelligence or security forces, or infrastructure designed to support the presence of [PRC](#e-2) military, intelligence, or security forces, for the purposes of power projection.
