# §6941. Findings


The Congress finds as follows:

- (1) The opening of world markets through the elimination of tariff and nontariff barriers has contributed to a 56-percent increase in exports of [United States](/usc/22/1395.md?p=a-1) goods and services since 1992.
- (2) Such export expansion, along with an increase in trade generally, has helped fuel the longest economic expansion in [United States](/usc/22/1395.md?p=a-1) history.
- (3) The [United States](/usc/22/1395.md?p=a-1) Government must continue to be vigilant in monitoring and enforcing the compliance by our trading partners with trade [agreements](/usc/22/2431a.md?p=7) in order for [United States](/usc/22/1395.md?p=a-1) businesses, workers, and farmers to continue to benefit from the opportunities created by market-opening trade [agreements](/usc/22/2431a.md?p=7).
- (4) The People’s Republic of China, as part of its accession to the [World Trade Organization](/usc/22/6903.md?p=5), has committed to eliminating significant trade barriers in the agricultural, services, and manufacturing sectors that, if realized, would provide considerable opportunities for [United States](/usc/22/1395.md?p=a-1) farmers, businesses, and workers.
- (5) For these opportunities to be fully realized, the [United States](/usc/22/1395.md?p=a-1) Government must effectively monitor and enforce its rights under the [agreements](/usc/22/2431a.md?p=7) on the accession of the People’s Republic of China to the [WTO](/usc/22/6903.md?p=5).
