# §5826. Policy on combatting tied aid practices


Should the [Secretary](/usc/22/277d–43.md?p=5) of the Treasury determine that [foreign countries](/usc/22/2321c.md?p=2) are engaged in tied [aid](/usc/22/2421e.md?p=1) practices with respect to any of the [independent states of the former Soviet Union](/usc/22/5801.md) that violate the 1991 Helsinki [agreement](/usc/22/2431a.md?p=7) of the Organization for Economic Cooperation and Development, the President should give priority attention to combatting such practices.
