# §5823. Funding for export promotion activities and capital projects

- (a) **Allocation of A.I.D. funds—** The President is encouraged to use a portion of the [funds](/usc/22/2431a.md?p=9) made available for the [independent states of the former Soviet Union](/usc/22/5801.md) under [chapter 11](/usc/22/ch11.md) of part I of the [Foreign](/usc/22/3146.md?p=1) Assistance Act of 1961 [[22 U.S.C. 2295](/usc/22/2295.md) et seq.]—
  - (1) to [fund](/usc/22/2431a.md?p=9) the export promotion, finance, and related activities carried out pursuant to [subsection (b)(1)](#b-1), including activities relating to the export of intermediary goods; and
  - (2) to [fund](/usc/22/2431a.md?p=9) [capital projects](/usc/22/2421e.md?p=2), including projects for telecommunications, environmental cleanup, power production, and energy related projects.
- (b) **Export promotion, finance, and related activities—** The [Secretary](/usc/22/277d–43.md?p=5) of Commerce, as Chair of the Trade Promotion Coordination Committee, should, in conjunction with other members of that committee, design and implement [programs](/usc/22/3383.md?p=6) to provide adequate commercial and technical assistance to [United States](/usc/22/1395.md?p=a-1) businesses seeking markets in the [independent states of the former Soviet Union](/usc/22/5801.md), including the following:
  - (1) Increasing the [United States](/usc/22/1395.md?p=a-1) and [Foreign](/usc/22/3146.md?p=1) Commercial Service presence in the [independent states](/usc/22/5801.md), in particular in the Russian Far Eastern cities of Vladivostok and Khabarovsk.
  - (2) Preparing profiles of export opportunities for [United States](/usc/22/1395.md?p=a-1) businesses in the [independent states](/usc/22/5801.md) and providing other technical assistance.
  - (3) Utilizing the Market Development Cooperator [Program](/usc/22/3383.md?p=6) under [section 4723 of title 15](/usc/15/4723.md).
  - (4) Developing [programs](/usc/22/3383.md?p=6) specifically for the purpose of assisting small- and medium-sized businesses in entering commercial markets of the [independent states](/usc/22/5801.md). In carrying out this paragraph, the [Secretary](/usc/22/277d–43.md?p=5) of Commerce, to the extent possible, should work directly with private sector organizations with proven experience in trade and economic relations with the [independent states](/usc/22/5801.md).
  - (5) Supporting projects undertaken by the [United States](/usc/22/1395.md?p=a-1) business community on the basis of partnership, joint venture, contractual, or other cooperative [agreements](/usc/22/2431a.md?p=7) with appropriate entities in the [independent states](/usc/22/5801.md).
  - (6) Supporting export finance [programs](/usc/22/3383.md?p=6), feasibility studies, political risk insurance, and other related [programs](/usc/22/3383.md?p=6) through increased funding and flexibility in the implementation of such [programs](/usc/22/3383.md?p=6).
  - (7) Supporting the Business Information Service (BISNIS) and its related [programs](/usc/22/3383.md?p=6).
