# §3924. Uniform and consolidated administration of Service


The [Secretary](/usc/22/277d–43.md?p=5) shall on a continuing basis consider the need for uniformity of personnel policies and procedures and for consolidation (in accordance with [section 2695 of this title](/usc/22/2695.md)) of personnel [functions](/usc/22/3902.md?p=6) among [agencies](/usc/22/3902.md?p=2) utilizing the [Foreign](/usc/22/3146.md?p=1) Service personnel system. Where feasible, the Secretary of State shall encourage (in consultation with the other heads of such [agencies](/usc/22/3902.md?p=2)) the development of uniform policies and procedures and consolidated personnel [functions](/usc/22/3902.md?p=6).
