# §279c. Congressional authority necessary for acceptance of new obligations in Organization


Unless Congress by law authorizes such action, neither the President nor any person or agency shall on behalf of the [United States](/usc/22/1395.md?p=a-1) accept any amendment under paragraph 1 of article XX of the Constitution of the Organization involving any new obligation for the [United States](/usc/22/1395.md?p=a-1).
