# §2681. International broadcasting facilities; transfer to Department of State; acquisition of property


For the purpose of assuring continued operation of the [facilities](/usc/22/2431a.md?p=8) hereinafter described for international broadcasting as a means of achieving the objectives of the [United States](/usc/22/1395.md?p=a-1) Information and Educational Exchange Act of 1948 [[22 U.S.C. 1431](/usc/22/1431.md) et seq.] under authority of that Act, the Reconstruction Finance [Corporation](/usc/22/7702.md?p=6), as successor to Defense Plant [Corporation](/usc/22/7702.md?p=6), shall transfer, without regard to the provisions of the Surplus Property Act of 1944, as amended, and without reimbursement or transfer of [funds](/usc/22/2431a.md?p=9), to the Secretary of State (hereinafter referred to as the “[Secretary](/usc/22/277d–43.md?p=5)”) all of its right, title, and interest in and to the [facilities](/usc/22/2431a.md?p=8) known as Plancors 1805, 1985, and 1986 located in Butler County, Ohio, in the vicinity of Delano, California, and Dixon, California, respectively, together with the equipment and other property appurtenant thereto. For the purposes of [sections 2681 to 2683](/usc/22/2681..2683.md) of this title, the [Secretary](/usc/22/277d–43.md?p=5) is authorized to acquire property or rights or interests therein necessary or desirable for the operation of such [facilities](/usc/22/2431a.md?p=8) by purchase, lease, gift, transfer, condemnation, or otherwise.


# §2682. Liquidation and disposal of broadcasting facilities


Whenever the [Secretary](/usc/22/277d–43.md?p=5) finds that the operation of the [facilities](/usc/22/2431a.md?p=8) authorized by [sections 2681 to 2683](/usc/22/2681..2683.md) of this title to be transferred is no longer necessary or desirable, he shall report such fact to Congress with his recommendations for the disposition of such [facilities](/usc/22/2431a.md?p=8).


# §2683. Assumption of obligations of operation of broadcasting facilities


The Department of State shall assume all obligations of the Reconstruction Finance [Corporation](/usc/22/7702.md?p=6) covering operations of said [facilities](/usc/22/2431a.md?p=8), equipment, and appurtenant property outstanding at the date of transfer.
