# §262s. Multilateral development bank procurement

- (a) **Executive Directors—** The [Secretary](/usc/22/277d–43.md?p=5) of the Treasury shall instruct the [United States](/usc/22/1395.md?p=a-1) [Executive Director](/usc/22/10601.md?p=5) of each [multilateral development bank](#b) to attach a high priority to promoting opportunities for exports for goods and services from the [United States](/usc/22/1395.md?p=a-1) and, in carrying out this function, to investigate thoroughly any complaints from [United States](/usc/22/1395.md?p=a-1) bidders about the awarding of procurement contracts by the [multilateral development banks](/usc/22/262r.md?p=c-4) to ensure that all contract procedures and rules of the banks are observed and that [United States](/usc/22/1395.md?p=a-1) firms are treated fairly.
- (b) **[^1] Officer of procurement—**
  - (1) **Establishment—** The [Secretary](/usc/22/277d–43.md?p=5) of the Treasury shall designate, within the [Office](/usc/22/2214a.md?p=9) of International Affairs in the Department of the Treasury, an officer of [multilateral development bank](#b) procurement.
  - (2) **Function—** The officer shall act as the liaison between the Department of the Treasury, the Department of Commerce, and the [United States](/usc/22/1395.md?p=a-1) [Executive Directors](/usc/22/10601.md?p=5)’ [offices](/usc/22/2214a.md?p=9) in the [multilateral development banks](/usc/22/262r.md?p=c-4), in carrying out this section. The officer shall cooperate with the Department of Commerce in efforts to improve opportunities for [multilateral development bank](#b) procurement by [United States](/usc/22/1395.md?p=a-1) companies.
- (b) **[^1] “Multilateral development bank” defined—** As used in this section, the term “multilateral development bank” includes the International Bank for Reconstruction and Development, the International Development Association, the International Finance [Corporation](/usc/22/7702.md?p=6), the Inter-American Development Bank, the InterAmerican Investment [Corporation](/usc/22/7702.md?p=6), the Asian Development Bank, the African Development Bank, and the African Development [Fund](/usc/22/2431a.md?p=9).
