# §2402. Major international doping fraud conspiracies

- (a) **In general—** It shall be unlawful for any [person](/usc/21/2401.md?p=6), other than an [athlete](/usc/21/2401.md?p=2), to knowingly carry into effect, attempt to carry into effect, or conspire with any other [person](/usc/21/2401.md?p=6) to carry into effect a [scheme in commerce](/usc/21/2401.md?p=9) to influence by use of a [prohibited substance](/usc/21/2401.md?p=8) or [prohibited method](/usc/21/2401.md?p=7) any major international sports competition.
- (b) **Extraterritorial jurisdiction—** There is extraterritorial Federal jurisdiction over an offense under this section.
