# §2533. State and private standards-related activities

- (a) **In general—** It is the sense of the Congress that no [State agency](/usc/19/2571.md?p=16) and no [private person](/usc/19/2571.md?p=9) should engage in any [standards-related activity](/usc/19/2571.md?p=14) that creates unnecessary obstacles to the foreign commerce of the [United States](/usc/19/2571.md?p=18).
- (b) **Presidential action—** The President shall take such reasonable measures as may be available to promote the observance by [State agencies](/usc/19/2571.md?p=16) and [private persons](/usc/19/2571.md?p=9), in carrying out [standards-related activities](/usc/19/2571.md?p=14), of requirements equivalent to those imposed on [Federal agencies](/usc/19/2571.md?p=3) under [section 2532 of this title](/usc/19/2532.md), and of procedures that provide for notification, participation, and publication with respect to such activities.
