# §4414. Assessment of progress in wetlands conservation


Not later than January 31, 1996, the [Secretary](/usc/16/4402.md?p=7), in cooperation with the [Council](/usc/16/460mmm–1.md?p=2), to further the purposes of the chapter shall—

- (1) develop and implement a [strategy](/usc/16/583k–1.md?p=7) to assist in the implementation of this Act in conserving the full complement of North American wetlands [systems](/usc/16/668ee.md?p=14) and species dependent on those [systems](/usc/16/668ee.md?p=14), that incorporates information existing on the date of the issuance of the [strategy](/usc/16/583k–1.md?p=7) in final form on types of wetlands habitats and species dependent on the habitats; and
- (2) develop and implement procedures to monitor and evaluate the effectiveness of [wetlands conservation projects](/usc/16/4402.md?p=9) completed under this chapter.
