# §913. Turnkey selection procedures

- (a) **Authority to Use.—** The [Secretary](/usc/14/105.md) may use [one-step turnkey selection procedures](#b-1) for the purpose of entering into contracts for [construction](#b-2) projects.
- (b) **Definitions.—** In this section, the following definitions apply:
  - (1) The term “one-step turnkey selection procedures” means procedures used for the selection of a contractor on the basis of price and other evaluation criteria to perform, in accordance with the provisions of a firm fixed-price contract, both the design and [construction](#b-2) of a [facility](#b-3) using performance specifications supplied by the [Secretary](/usc/14/105.md).
  - (2) The term “construction” includes the construction, procurement, development, conversion, or extension of any [facility](#b-3).
  - (3) The term “facility” means a building, structure, or other improvement to real property.
